Most ecommerce tracking setups fire a 'Purchase' event the instant a customer completes checkout. For prepaid orders, that's accurate — the money has actually changed hands. For Cash on Delivery, it isn't. The customer can still refuse the package at the door, and in COD-heavy markets, a meaningful share of them do.

If your ad platform is being told every COD checkout is a confirmed sale, it's optimizing toward customers who complete checkout — not customers who actually pay.
